WOO Opens Global Search for Chief Executive to Lead its Next Phase of Growth

The World Out of Home Organization is recruiting a Chief Executive Officer to take charge of the global industry body’s day-to-day operations. President Tom Goddard revealed the plan in his opening address to the Annual Congress at London’s Park Lane Hilton — the same speech in which he described an Out of Home industry in the strongest health of its history, now worth US$54bn in global revenues.
The move creates a dedicated executive leadership role at the top of the organisation for the first time in its recent history, and reflects how far WOO’s remit has grown. What began as a federation of national associations now spans a global membership of media owners, service providers, technology partners and agencies, alongside an expanding programme of work on effectiveness, audience measurement and adtech connectivity.
With a Chief Executive running operations, Goddard will move into a more ambassadorial position — concentrating on member engagement, industry advocacy and WOO’s external voice at a time when the medium’s momentum is drawing new attention from advertisers, investors and regulators worldwide.
A role shaped by a growing organisation
The announcement came at the close of WOO’s most successful Congress to date, with more than 800 delegates gathering in London and a surge of new members joining through 2026. The incoming Chief Executive will inherit an organisation with genuine global reach: an annual Congress and regional forums on several continents, the Global Expenditure Report as the industry’s shared evidence base, and active programmes spanning measurement standards, sustainability, regulation and advocacy.
